Looks like that's a USB/serial adapter it uses for that? If so, make sure you're on the right COM port. Plugging it into a different USB port or even the same USB port with a different device ID seems to result in random moving around of which COM port it's mapped to.
To check this go to Control Panel|System|hardware|Device Manager and look under Ports (COM&LPT) and see what ports are listed. It should show you what port your display is.
Also try the BAUD rate. Not sure on these displays what they are since I'm not familiar with it, but if they changed revisions, perhaps they changed BAUD rates as well.
EDIT: looks like the display supports 19200 and 115200 for BAUD rates (according to their little test program on the website). Try both.
