I want to run an action at exit (shutdown of computer)

I think you're out of luck on this one - there's no provision in Smartie for running any actions or commands when Smartie (or the whole PC) shuts down.
The main reason for this is to avoid hanging the PC when Windows shuts down - things like rss/email checks take time, and Windows does not like to be kept waiting when it wants to shut down.
Smartie has no way of knowing how long an action or command (particularly ones that use external plugins or programs) will take to finish, and it's possible that another program Smartie is dependent on (eg speedfan) has already been shut down as Windows tidies up prior to switching off. The developers took the decision not to allow any actions, plugins or commands to execute when Smartie shuts down. You can only specify a static text message to be displayed at shutdown.

The backlight is probably supposed to turn off automatically at shutdown. That's what happens for other LCDs like Matrix Orbital.
Which driver and LCD (exactly) are you using? This may be a glitch with the driver. I don't know if anyone else has had this problem - I don't remember hearing about it, but you might not be the only one. You can try reporting this issue in the thread for the driver if there is one (in the plugins section).
