LCD Smartie

I'd like to write a plugin to display FPS (frames per second). Does anyone know how to determine the current FPS rate? Programs like Fraps are able to do this, so it must be possible.

Lcd Smartie supports (delphi,VB.net, VC++, C# for plugins so there are plenty of examples out there)
