LCDSmartie failed on Windows 7 64bit until I installed InpOut32 v1.2 from http://www.highrez.co.uk/Downloads/InpOut32/default.htm

Same story was with Vista too. Same solution for the last few years.
Solution also mentioned here in the Vista and 7 threads.
