Sound sense plugin to use with the actions tab

Hey all you plugin makers out there. I have a request. What I'm looking for is a plugin that can sense audio from certain process. Basically if winamp or another selected process is sending sound thru the sound card it will output a 1 and if not, output a 0. However the twist to this is to have it with an ini file or something to select a specific process that is piping sound through the sound card and spit out a 1. I'm looking for something like this to sense sound from process to go to a specific screen. Any help would be appreciated.

Don’t know how you would tell which process is sending sound. You can tell if a specific exe is active and you can tell if sound is being output but don’t know how you could link the two.

Could it maybe be done via the windows sound mixer?

I haven't forgot about this. Just haven't found a way to do it so far.
